Abstract: 

The article explores on the collaboration between state and non-state actors benefitted Tanzanian citizens and Mozambican refugees during the early postcolonial period. It examines the tensions between refugee and citizen in the realization of rural development projects. It also cites the impact of rural development projects to the nature of citizenship in the state.
